General Manager

The Johnston County Board of Alcoholic Control (Board) is seeking a General Manager. The General Manager reports to the Board, which consists of the Board Chairman and two Board members. The Board members are appointed by the Johnston County Commissioners to three-year terms. The General Manager is responsible for planning, directing, coordinating, supervising, and executing all operations and activities of the Board in accordance with policies established by the Board.

The General Manager provides leadership to approximately 65 full-time and part-time employees, including the Finance Officer, Law Enforcement Chief, and Operations Manager.

Duties and Responsibilities

  • Provide a high level of customer service.
  • Make personnel decisions.
  • Oversee financial administration and profitability of the system.
  • Project and plan for the growth and fiscal stability of the Johnston County ABC system, including evaluating opportunities for expansion and optimal store locations.
  • Respond to public inquiries.
  • Prepare an annual multi-million-dollar budget for Board approval.
  • Regularly monitor, adjust, and evaluate results of overall operations; report conditions to the Board.
  • Monitor the purchase and inventory of spirituous liquor.
  • Maintain position descriptions and pay plans.
  • Set Board meeting agendas to comply with Open Meeting Laws of North Carolina.
  • Ensure computer hardware and software are updated.
  • Assist the Board in obtaining bids for construction, renovations, equipment, and services.

Qualifications

  • Minimum 2-year Associate degree with experience in retail management or a similar environment.
  • Knowledge of NC ABC System Standards and Policies is helpful but not required.
  • Ability to multi-task effectively with employees, customers, Board members, and elected officials.
  • Johnston County residency is preferred.
  • Pre-employment polygraph is required.
