General Manager
The Johnston County Board of Alcoholic Control (Board) is seeking positions for a Store General Manager. The General Manager reports to the Board, which consists of the Board Chairman and two Board members. The Board members are appointed by the Johnston County Commissioners to three-year terms. The General Manager is responsible for planning, directing, coordinating, supervising, and executing all operations and activities of the Board in accordance with policies established by the Board.
The General Manager provides leadership to approximately 65 full-time and part-time employees, including the Finance Officer, Law Enforcement Chief, and Operations Manager.
Duties and Responsibilities
- Provide a high level of customer service.
- Make personnel decisions.
- Oversee financial administration and profitability of the system.
- Project and plan for the growth and fiscal stability of the Johnston County ABC system, including evaluating opportunities for expansion and optimal store locations.
- Respond to public inquiries.
- Prepare an annual multi-million-dollar budget for Board approval.
- Regularly monitor, adjust, and evaluate results of overall operations; report conditions to the Board.
- Monitor the purchase and inventory of spirituous liquor.
- Maintain position descriptions and pay plans.
- Set Board meeting agendas to comply with Open Meeting Laws of North Carolina.
- Ensure computer hardware and software are updated.
- Assist the Board in obtaining bids for construction, renovations, equipment, and services.
Qualifications
- Minimum 2-year Associate degree with experience in retail management or a similar environment.
- Knowledge of NC ABC System Standards and Policies is helpful but not required.
- Ability to multi-task effectively with employees, customers, Board members, and elected officials.
- Johnston County residency is preferred.
- Pre-employment polygraph is required.

Part-Time Store Clerk
Summary
Under immediate supervision, performs responsible public contact and clerical work in the sale of spirituous liquor and enforcement of alcoholic beverage laws, rules, and regulations in an assigned Johnston County ABC System store.
Primary Tasks
Customer Service & Sales
Greet customers upon entering the store, provide assistance as needed, and thank them upon leaving.
Answer general product questions and refer customers to management for inquiries outside of assigned responsibility.
Assist customers in locating products on the sales floor.
Operate the cashiering system to process sales, accept payments (cash, debit, and credit), provide accurate change, and issue receipts.
Compliance & Enforcement
Observe customers while in the store to ensure a safe and compliant shopping environment.
Enforce alcoholic beverage laws, including prohibiting sales to underage or intoxicated persons and ensuring compliance with legal purchase limits.
Cash Handling & Reporting
Balance daily cash collections with sales reports and assist with preparation of required store reports.
Maintain accurate records of sales transactions and assist with daily, weekly, and monthly inventories.
Stocking & Store Operations
Stock shelves, pull bottles to the front, rotate inventory, and ensure shelves and displays remain clean, organized, and dust-free.
Participate in unloading merchandise from the NC ABC Warehouse and Johnston County ABC deliveries.
Assist in filling mixed beverage customer orders when required.
Update product discount signs, sales promotions, and rebate information as directed.
Maintenance & Safety
Help maintain overall store cleanliness by sweeping, mopping, and participating in routine cleaning and maintenance tasks.
Identify and promptly report safety hazards, needed repairs, or facility issues to the Store Manager.
Policies & Other Duties
Follow established store policies, including restrictions on leaving the store during shifts and limits on personal phone calls.
Perform other duties as assigned by the Store Manager or General Manager.
Equipment Operated
Cashier system, smart phone or device technology, box cutter, broom, mop, and other equipment as required.
Reporting Relationship
This position reports to the Store Manager and General Manager.
Working Conditions
Employee is exposed to inside and outside environmental conditions, including both hot and cold weather.
Employee may be exposed to cleaning agent fumes, odors, and dust.
Employee may experience moderate noise levels.
Must be able to perform basic job functions including fingering, grasping, talking, hearing, repetitive motions, climbing, and balancing.
Job Context
This position works part-time during the seven-day work week.
Weekdays and weekends are required to fulfill job duties.
Store employees are expected to remain professional and customer-focused at all times.
The stress level of this job is considered low to moderate.
Qualifications
Education & Experience
High School diploma or equivalent.
Must be at least 21 years of age.
Some experience in retail operations preferred, especially with computerized systems and public interaction.
Knowledge, Skills, & Abilities
Ability to provide excellent customer service.
Ability to learn and apply ABC Board policies, rules, and regulations.
Ability to operate a cashiering system, count cash, and make correct change.
Ability to maintain accurate records and assist with inventory processes.
Ability to communicate clearly and professionally with customers and coworkers.
Ability to keep the store clean, organized, and safe.
Ability to remain calm and professional in stressful situations.
Ability to maintain good physical condition for lifting, stocking, and store upkeep.
Physical Requirements
Must be able to perform essential physical functions including fingering, grasping, talking, hearing, repetitive motions, climbing, and balancing.
Must be able to lift and move up to 100 pounds occasionally, 50 pounds frequently, and 20 pounds consistently as part of regular job duties.
